Hong Kong's ISSB Roadmap: The Countdown to 2028

The December 2024 Roadmap on Sustainability Disclosure is the master plan of Hong Kong ESG regulation — every step from voluntary to mandatory has a date on it.

On 10 December 2024, the Government published the Roadmap on Sustainability Disclosure in Hong Kong — not another vision statement, but an engineering drawing with dates on every beam: when the local HK Standards take effect, the outer deadline for large publicly accountable entities to fully adopt the ISSB Standards, and when HKEX consults on mandatory reporting. For compliance teams, its value is turning "ESG someday" into "before 2028."

What "full alignment" means

The Hong Kong Sustainability Disclosure Standards — HKFRS S1 (general requirements) and S2 (climate) — are built by the HKICPA on a full alignment basis: substantively identical to IFRS S1/S2, delivered through the local standards process (consultation, technical review, formal issuance). Consultation finished in 2024 with broad support; the final standards were published in December 2024 and take effect 1 August 2025.

This design solves a practical problem: ISSB Standards are international documents — localisation makes them citable by statutes, listing rules and supervisory manuals. That is what "adoption" actually means.

Who is inside the PAE circle

The roadmap targets large publicly accountable entities — listed issuers and significant financial institutions whose sustainability performance affects the public interest. Execution runs on two tracks:

TrackSubjectTimeline
HKEX Listing RulesListed PAEsConsultation in 2027 → mandatory HK-Standards reporting from 1 Jan 2028 on a proportionate basis
Financial regulatorsNon-listed PAEs (significant FIs)Apply the HK Standards no later than 2028

"Proportionate" in practice

The roadmap's repeated keyword — proportionate — is operationalised in HKEX's tiering: LargeCap index constituents first, other Main Board issuers comply-or-explain, GEM voluntary. Expect the same logic at the 2028 mandate: not everyone reporting everything on the same day.

RegSir's take — The roadmap's real asset is not any single date; it is predictability itself. ESG disclosure requires investment in data systems, Scope 3 supply-chain measurement and internal controls — projects measured in years. Companies doing ESG before were making "ahead-of-curve" investments; now it is scheduled construction. The compliance job is converting the roadmap into a company-specific Gantt chart: which data do we lack today, which processes take how long to build, when does the pilot run start. The roadmap is a free project-management framework.
