June 2024: eMPF began migrating Hong Kong's mandatory provident fund — 4.7 million members, HK$1.2 trillion of retirement assets — onto a single centralised platform. The design promised economies of scale; the rollout delivered cost overruns, migration errors, and jammed helplines. Scale and fragility, in one system.
1. The design: elegant on paper
MPF's 12 trustees each ran their own administration — duplicate systems, duplicate costs, variable service. eMPF consolidated administration into one platform to harvest economies of scale and standardise the member experience. Legally, the platform became the "designated administrator" — but fiduciary duty stayed with trustees.
| Before | After eMPF |
|---|---|
| 12 separate admin systems | 1 platform for all |
| Variable member experience | Standardised portal |
| Trustee-controlled admin | Trustee duty, platform execution |
| Scheme-level fees | Capped platform fee + trustee fees |
2. The rollout problems
- Cost overrun: build costs exceeded original estimates significantly — the public paid for complexity.
- Migration errors: account data mismatches surfaced during onboarding — annoying at best, alarming at worst for retirement savings.
- Helpline overload: members couldn't reach support during transition — the one thing scale should have improved, it made worse.
- The accountability gap: platform errs → trustee is legally liable. The entity with the duty isn't the entity with the power.
RegSir's take
The real design flaw isn't the overrun or the bugs — those are launch costs. It's that the liability didn't follow the power: trustees carry statutory duty while the platform executes. When the platform fails, trustees own the complaint; when trustees want to fix it, they can't touch the platform. That's a powder keg for the first systemic error that hits millions. Economies of scale and single-point-of-failure are the same architecture seen from opposite sides — and Hong Kong just centralised 4.7 million people's retirement admin into it.
3. Compliance takeaways
- Trustees: document platform oversight — the duty is yours even though the system isn't; audit trails and exception escalation are your defence.
- Members: keep your own records — migration-era errors are best caught by the person who knows their balance.
- Fee outcome varies: the capped platform fee helps big schemes, may not help small ones — "centralised = cheaper" is not universally true.
